Set in the summer of 1852 in the village of Kengis, Northern Sweden, the series follows the young Sami boy-Jussi and his mentor, the newly appointed revivalist Pastor, as they investigate multiple-killings of young girls。现代青年叶清，因在图书馆中翻阅一卷《泰平县志》而意外穿越，成为大玉国泰平县新任县令。他知晓三年后将爆发百年一遇洪灾，淹没整个泰平县，于是决心竭力修筑堤坝。然而他治水强征民夫、加重赋税，引得全县百姓怒骂为贪官。。
