He lands on a tropical island, takes control and terrorizes the local populace. The survivor of a shipwreck washes ashore on the island, sees what is happening and determines to free the natives from his rule.。1949年11月，白崇禧率国民党军残部逃至广西柳州，为了掩护他逃向台湾的阴谋，他佯装驻扎柳州与解放军对峙，柳州地下党为了保卫柳州，与白崇禧的部队进行了艰苦的斗争，终于保住了柳州市的安全，并迫使敌人放弃了破坏的阴谋，最终，白崇禧在人民解放军的大举进攻下不得不逃至台湾。。
