基叔、好彩伯、林嫂、琪叔、阿明等人，先后在离市区不远的山谷中搭起一栋栋木屋，人们称之为霸王谷。谷中居住的各户人家均靠着双手辛劳工作，过着清贫朴实的生活。但随着孩子们逐渐长大，接触外界的时间多了，令僻静的霸王谷带来了不少风浪。 与此同时，自从以鳄鱼旺及凤姐为首的一群不良份子搬进霸王谷后，不断地扰乱及偷东西，引诱青年赌博，哄骗少女卖淫，甚至贩卖毒品及非法藏有枪械等，令霸王谷的原居民对他们恨之入骨，只是苦于找不到证据。究竟，霸王谷的居民最后能否找到这些害群之马的犯罪证据，与警方合作，将奸党捉拿，齐心合力重新维护霸王谷平静的生活呢？。大雪纷飞的冬天，一对生活在大草原的哈萨克族老夫妻收养了一个汉族弃婴，小孩子长大后渴望见到亲生父母，老太太为了寻找他而被大雪掩盖。It’s 2011 and we’re in Rome.
