1938年，蒋匪不顾淮河两岸人民的死活，扒开了黄河花园口大堤，河水像猛兽一样冲进了淮河，淹没了无数村庄和田野。十岁的高黑子跟着爸爸逃荒要饭，过着饥寒交迫的生活，一天，他结识了一样过着苦命生活的葵花，并成为了要好的朋友。一晃十年，黑子长大成人了。在地主家当婢女的葵花一天跑来告诉黑子，地主熊之万要把向穷人搜刮去的粮食运到镇上卖掉。黑子立即带领大家到河边去抢夺粮食，黑子受伤被俘了，在押送途中他逃跑了，从此流落他乡打工度日。解放后，黑子回到家乡，并当上了村长。为了使淮河人民过好日子，黑子响应号召带领民工队参加治淮工程。熊太却在暗中破坏，并使葵花不幸受伤。黑子连夜抢修，在去材料站的途中，熊太保企图杀死黑子，破坏大坝合拢。丁喜儿及时将这一阴谋报告了公安，这伙潜伏特务全部被逮捕。大坝修好，洪水被制，淮上人家过上了欢乐幸福的生活。。Can you keep a secret?
