鄂西山区的天涯乡是非常贫困的偏远的土家族聚居区。1988年土家汉子向平川上任这个乡的党委书记，他带领乡干部们跋山涉水调查访问，现场解决老百姓的困难。他说老百姓的困难解决不了要你这个乡干部和村干部干什么？他说有人说老百姓难缠，那都是穷的，我们当干部的就是要用心把他们捂热摇醒，谁也不会因为自己的父母穷就不尽孝道……。Rencontre avec le cinéaste russe Alexandre Sokurov.
